Profile of the Acting Registrar/Chief Executive Officer, Medical Laboratory Science Council of Nigeria (MLSCN)

The Medical Laboratory Science Council of Nigeria is pleased to announce the appointment of Dr. Donald Ibe Ofili as the Acting Registrar/Chief Executive Officer.

Dr. Ofili is an accomplished Medical Laboratory Scientist with over 25 years of distinguished experience at both operational and strategic levels in disease control initiatives and laboratory systems strengthening. He holds a Doctorate Degree (Ph.D.) in Haematology from Igbinedion University, Okada, Nigeria, and is a Fellow of the Medical Laboratory Science Council of Nigeria (FMLSCN) as well as the West African Postgraduate College of Medical Laboratory Science (FWAPCMLS).

Prior to his appointment, Dr. Ofili served as the Director and Deputy Registrar, heading the MLSCN Accreditation Service. He is a certified expert in various aspects of laboratory management and quality assurance, holding credentials including:

WHO-AFRO Certified SLMTA Trainer

Clinical and Laboratory Standards Institute (CLSI) Certified Laboratory Quality Assessor

African Society for Laboratory Medicine (ASLM) Certified SLIPTA Auditor

ISO 15189 Lead Accreditation Assessor

ISO 17025 Accreditation Assessor

IFBA Certified Biorisk Management Professional


He has served on several national and international technical committees, including:

Member, Nigeria National Laboratory Technical Working Group (NLTWG)

Chair, NLTWG Committee on Laboratory Quality Management System, Biosafety/Biosecurity, and Laboratory Information Management

Chair, Nigeria National Technical Committee on Standards for Medical and Medical Related Services (Secretariat at Standards Organisation of Nigeria - SON)

Member, ISO/TC 212 and ISO/TC 212 WG1-WG5 on Clinical Laboratory Testing and In-Vitro Diagnostic Test Systems


Dr. Ofili also contributed significantly as a Co-Author of the Nigeria National Essential Diagnostics List (NNEDL). His leadership roles extend to the international community where he has served as:

General Secretary, Local Organising Committee, 4th ASLM International Conference (Abuja, 2018)

Chair, West Africa Regional Technical Working Group on Biosafety and Biosecurity (Africa CDC Biosafety and Biosecurity Initiative)

Member, Technical Working Group of the West African Biorisk Management Network (WABNet)

Vice Chair, WHO Technical Advisory Group on the Responsible Use of the Life Sciences and Dual-Use Research (TAG-RULS DUR)


Dr. Ofili’s career at MLSCN has been marked by excellence, professionalism, and dedication. As the most senior Director and Deputy Registrar before his appointment, his ascension to the leadership of the Council is a testament to his competence, commitment, and wealth of experience.

We are confident that under Dr. Donald Ibe Ofili’s stewardship, the Council will continue to advance its mandate of strengthening medical laboratory services in Nigeria and beyond.
