Frame up Season 1

Preamble

Frame up is an episode critics and relapse between Nigeria Police Force Led by the Inspector General of Police, Ibrahim Idris, and the 8th National Assembly most especially the Senate led by Senator Bukola Saraki. 

The crisis started  after a former police officer turned senator representing Bauchi Central senatorial district, Hamman Missau, was allerged to be a senator without resigning honourable from Nigeria Police Force following his allegations against Inspector General of Police, Idris Kpotun Ibrahim, for collecting bribe before promoting officers

Raising through order 43, Misau a former Police officer explained that he was attacked by the Inspector General of Police because he revealed corrupt activities under the current IGP, while the Senate was on recess.

He also disclosed that the IG was in extra marital affairs with one Amina and another Esther, but eventually wedded Amina secretly in Kaduna after being impregnated.

“Mr President, distinguished colleagues, instead of the IGP to address the issues I raised in my capacity as the Senator of the Federal Republic of Nigeria, he was busy attacking me”, he said.

“The IGP has been in sexual relationship with two female serving Police officers, that is one Amina and Esther. He impregnated Amina and did a wedding secretly in Kaduna.”

“As a former Police officer, I can say authoritatively that it is wrong for an officer to have a relationship with female Police officer because of the nature of that work”, Misau insisted.

He further said that Police is a non profit generating organisation, but there were instances where officers were posted to oil and other multinational Companies for fees. He said the IGP never remit those monies into the federation account.

The lawmaker faulted the manner which promotion of officers were being handled by the current IGP of Police, adding that officers pay as much as N500,000 to get promoted.

Misau sought the intervention of Senate to look at the situations, where single powerful individuals could have close to 30 Police officer guarding them, while commoners living in communities do not have police around them.

The Police High Command therefore petitioned the Senate, asking it to direct its Committee on Ethics and Privileges to probe allegations levelled against it by Senator Isa Misau, representing Bauchi Central.

But the police high command accused the senator, who retired as a Deputy Superintendent of Police from its service, as being on a vendetta mission, having unceremoniously been booted out of the force for unscrupulous activities.

In a statement signed by the Force Public Relations Officer, Jimoh Moshood, yesterday, the Police said:  “From available record, Senator Isah Hamman Misau, the Senate Committee Chairman on Navy, is an ex-police officer who left the Nigeria Police Force on the rank of Deputy Superintendent of Police after being charged with several acts of serious misconducts, unprofessional  conducts, contrary to discipline, and other discreditable, improper behaviours unbecoming of a police officer, that are inimical to the image of the Nigeria Police Force, which can lead to dismissal or compulsory retirement from the Force.

“He was under Pending Disciplinary Matter, PDM, to appear and face Force Disciplinary Committee, FDC, before he hurriedly exited unceremoniously from the Force and this can explain his ill-motives against the Force.

“The Force, hereby, requests that the Senate’s Ethics and Privileges Committee look into the circumstances as mentioned above in the best interest of the National Assembly and the nation.

“The police said the senator bluntly refused to honour an invitation from a special investigative panel set up by the Inspector-General, Ibrahim Idris, to look into the allegation of bribe for promotion, raised by the senator.

“The Special Investigation Panel, SIP, was also mandated to investigate the allegations from the senator and other petitions and complaints that may be emanating from Police officers or members of the public on accusations of payment of money for special promotion.

 

“The panel’s terms of reference cover the following areas:  To investigate the complaints from Senator Isah Hamma Misau on allegations that police officers pay bribe for special promotion.

“To investigate other complaints, petitions and grievances from police officers within the Force and from other members of the public on allegations of giving money for promotion, either special or otherwise.

“ To determine the substance of the complaints, petitions and grievances from aggrieved Police Officers and members of the public on allegations of giving money for special promotion.

“To determine those who were involved; recommend appropriate judicial action and other punishments as it is appropriate, in line with the provisions of Public Service Rules Section 030401 (j) (k) and other statutory enabling laws/Acts.”

The statement further said efforts by the committee to meet the two-week submission deadline as directed by the police boss was thwarted as the senator refused to honour all invitations extended to him

“The Special Investigation Panel subsequently sent two invitation letters to Senator Isah Hamman Misau.  The first which was sent through the Senate president was to meet the panel.

‘’The second was sent directly to him to provide for him to provide evidence in written form   to substantiate and shed light on his allegations and assist the panel to carry out a thorough and discreet investigation into the matter, but he declined.

‘’When some members of the panel visited him, he bluntly refused to make statement on his allegations.

“Senator Isah Hamman Misau, a distinguished senator of the Federal Republic of Nigeria, instead of proving his allegations with facts and other evidences to the Panel, granted another media interview reiterating the same allegation.

“The Nigeria Police Force sees all the allegations and actions of the senator as not only false but also a deliberate attempt to malign the integrity of the Force and a campaign of calumny against the hard earned reputation of the leadership of the Nigeria Police Force which the Force will not take lightly.

“Consequently, his conduct is being reported to the Senate’s ethics and privileges committee for appropriate sanction.’’
